Fuming drivers fined £70 after council paints yellow lines under parked cars

Drivers on a sleepy residential street in Berkshire were furious after they were slapped with £70 parking fines when double yellow lines were painted underneath their cars.

Some on Blackthorn Close in Wokingham claimed they saw council contractors lift their vehicles with a crane before painting the double yellows and placing the cars back down on them.

Angry residents were forced to challenge the penalty notices and said they weren't warned about the changes beforehand.

Moeen Ulhaq was one driver impacted by the fiasco. Speaking to The Sun after the incident last year, he said: "I woke up about 10.30am and my mum told me they were moving the cars and painting lines.

"They didn't make much noise, I couldn't hear them doing it.

"One by one, they were lifting each car and putting them back down. I got there and my ticket had been issued at 11.20am."

A local councillor came out to support the resident's claims that they were blindsided by the roadworks, admitting that the lines were freshly painted.

Councillor Shirley Boyt claimed that she "offered to place letters on each car parked there", but that the council insisted that "would not be necessary" as parking restriction cones would be placed on the street beforehand.

That didn't happen.

It wasn't the first time there had been confusion between Wokingham Borough Council and their contractor.

In October 2021, another road close to Blackthorn Close had yellow lines painted. One week later it was completely resurfaced and the lines were painted again.

Boyt said that the council did not "know what's going on" with the contractor.

A council spokesperson apologised for the Blackthorn Close debacle, calling it an "unfortunate coincidence" that parking enforcement contractors were in the area at the same time as the repainting.

"For those people who received a parking fine and have not already challenged it, please contact us and we will work with you to cancel it. We entirely accept they have been issued in error," they said.

"Residents in Blackthorn Close had requested the double yellow lines and our contractors have been out previously to paint them but had been unable to because of parked cars."

They also admitted that cones should have been positioned in advance, but weren't, and added that they "will be taking this up with our contractor and reviewing our internal processes".
